Designers and Project Managers are the core of construction and in a position to improve the performance of health and safety on site and for end users even before the construction has begun.
By their consideration of health and safety from concept design, the whole project team can provide the Client with a project that is focussed on design risk management and the health and safety needs of those constructing, maintaining and using buildings and structures.
This early consideration will provide whole project benefits for health and safety, money and other resources, including time, quality, sustainability and building or structure whole life cycle management. The early stage contact and co-ordination over site-wide issues, location of structures and feasibility are known to provide significant opportunities for effective elimination or avoidance of major hazard issues.
The STAGE system provides a clear and transparent Stage management process and a robust Gateway control mechanism to manage risk in ‘live’ project environments.
The STAGE agenda has been provided to assist project teams during design development to consider health and safety risks that will be created and encountered by their designs.
It should be used as a tool to stimulate discussion within an open workshop environment and it is suggested that the meeting is chaired by someone with health and safety knowledge and that this chairperson records any issues raised. This may be a CDM-C for schemes in the UK, or by a health and safety professional in other countries.
The complete project team (designers, client team, project managers and main contractor (if appointed)) should discuss the following agenda items and record any significant / unusual health and safety issues connected to that area. The Health, Safety and Environmental register could be used for recording these issues, however if a central risk register has been developed, this may also be used.
This STAGE review framework should form part of the project execution plan and be included into the master project programme
The STAGE review should only highlight unusual or significant issues that a contractor / end user could not reasonably expect to foresee or easily manage.
On large / complex projects, the workshop meetings may require STAGE reviews at the following stages:
· STAGE 1 Concept Stage
· STAGE 2 Mid Detail Design
· STAGE 3 Late Detail Design
· STAGE 4 Mid / Late Construction Phase
· STAGE 5 Project Close Out
The following STAGE agenda has been supplied to focus on these key stages, however a single agenda has been provided to allow a complete review on smaller schemes.
The STAGE framework follows current industry best practice and aims to review the right information with the right people at the right time, thus reducing paperwork, time and money.
